John Dowell

John Dowell possesses an extensive background in economic analysis and financial advisory services, with a strong focus on business case development, feasibility studies, policy impact assessments, ESG considerations, corporate and project finance, as well as investment analysis.

John brings deep expertise across multiple sectors, including transport, major infrastructure, mining and resources, energy and renewable energy, the circular economy, agriculture and the water industry. With significant experience advising public and private sector entities, John regularly works with government bodies and large corporations across Australia and the Pacific region. His work encompasses economic modelling, qualitative evaluation and assessing the economic impacts of policy changes. Additionally, he provides financial and commercial evaluations, financial modelling and analysis, advisory services for M&A transactions, debt and equity capital raising, Public-Private Partnerships (“PPPs”) and financial transaction services such as company valuations and due diligence.

John also specialises in ESG-related advisory services, assisting clients with climate risk and opportunity assessments, scenario modelling and climate finance disclosures. He supports organisations in meeting ESG regulatory reporting requirements and preparing ESG scorecards for financial institutions and credit rating agencies. Furthermore, John advises on various climate finance options, including green bonds, sustainability-linked loans (“SLLs”) and the carbon markets.

Previously, John served as the Director of the Strategic Advisory Group at Queensland Treasury Corporation (“QTC”) and major infrastructure initiatives at Projects Queensland. He was also previously a senior partner at Grant Thornton Australia, heading the economic and financial advisory practice in Queensland.
