UK Customers Receive Full Benefit of Energy Crisis Support

FTI Consulting was engaged to perform post-payment compliance checks for the UK Government’s Energy Relief Schemes to ensure that energy aid was delivered to eligible customers.

Our Impact

Actionable Insights: FTI Consulting identified discrepancies through the analysis of vast datasets (hundreds of millions of records). This comprehensive review resulted in detailed historical compliance reports, illuminating energy suppliers' activities within the Schemes, and paving the way for corrective actions.
Reduced Error: Using advanced analytics, we extracted valuable insights from massive datasets to provide DESNZ with a higher degree of certainty about Supplier’s billing practices. This would not have been possible through manual testing.
Energy Aid Delivered: Increased the number of customers who received the discounts they were entitled to by reducing fraud risk and resolving compliance errors in the Schemes, saving £1,100 for a typical household.

Our Role

We deployed a team of over 80 experts across four continents to analyse over 21 million energy supply points and close to half a billion associated bill items across 16 energy suppliers, focusing on energy supply from a nine-month period. The testing programmes aligned large-scale advanced data analytics, quantification, and reporting across multiple energy suppliers.
Our experts assessed historical compliance across several energy suppliers. This involved verifying the implementation of Scheme-specific governance programmes, accurate billing discounts, efficient fraud risk management, and timely information submission to DESNZ and the Scheme Administrators.
FTI Consulting implemented a Project Management Office to manage the contract scope, risk, change and financials. We worked with multiple stakeholders including various energy suppliers, the Department for Energy Security and Net Zero (“DESNZ”), the UK’s Office of Gas and Electricity Markets (“Ofgem”), the Public Sector Fraud Authority (“PSFA”), the National Audit Office (“NAO”), EPG Scheme Administrators in Great Britain (Elexon and Xoserve), the Northern Ireland Electricity Networks operator (“NIEN”), and two “Big Four” accounting firms.
