With more than 15 years of economic and litigation consulting experience, Omur Celmanbet, Ph.D., brings extensive expertise in applying economic analysis in large, complex litigation matters and regulatory proceedings involving healthcare, antitrust, intellectual property and tax controversy. Dr. Celmanbet is involved with clients in all phases of litigation, from identifying case strategy, working with experts to develop economic analyses and preparing experts for deposition and trial testimony. Her experience spans a variety of industries, including biotechnology, pharmaceuticals, medical devices, healthcare, electronics, semiconductors, chemicals, agriculture, energy and entertainment.
Dr. Celmanbet’s work includes competition, regulatory and other matters involving health insurers and providers. Her healthcare experience includes advising on transactions and investigations involving review by state and federal agencies, as well as providing assistance in merger-related litigation. Notable examples include work on the Federal Trade Commission (“FTC”) investigation, USA v. Cabell Huntington Hospital Inc. and St. Mary's Medical Center Inc. Additionally, Dr. Celmanbet has addressed class actions by evaluating common proof, impact and ascertainability and analyzing key issues, such as sampling, liability and damages in payor-provider disputes, including out-of-network rate assessments. Her healthcare work includes statistical analyses of inpatient admission practices.
In the realm of antitrust and competition cases, Dr. Celmanbet’s has performed economic evaluations of class certification, liability and damages issues, as well as economic analysis of single firm or multiple firm conduct, such as allegations of bundling, tying, exclusive dealings, market foreclosure, market manipulation, supply restrictions and price fixing. Her intellectual property matters include economic analysis of issues related to patents, trademarks, trade dress, trade secrets, commercial success and irreparable harm. In addition, Dr. Celmanbet has experience with different stages of transfer pricing disputes and she has addressed economic issues that arise in platform, biopharmaceutical and higher education industries in connection with tax disputes.
Prior to joining FTI Consulting, Dr. Celmanbet served as a principal at Cornerstone Research. She also taught economics at the University of North Carolina at Chapel Hill.
