About Bryan
Bryan Perry, Ph.D., is an economics and litigation consulting expert with extensive experience in antitrust and competition issues, mergers and acquisitions and regulatory analysis. Dr. Perry has particular expertise in healthcare markets, having worked on behalf of hospital systems, physician organizations, health insurance plans, medical device companies and community health organizations, both in the United States and internationally.
Dr. Perry specializes in economic analysis for antitrust and other complex commercial litigation matters. His experience includes expert witness and privileged consulting roles in antitrust cases, product liability and environmental impact matters, contractual disputes, valuations and class certification proceedings. Dr. Perry has also performed statistical evaluations of regression and sampling methodologies in connection with disputes across a variety of industry contexts.
Dr. Perry has provided economic analyses in numerous federal and state reviews of healthcare-related mergers and acquisitions for hospital systems, provider groups and insurers. He has worked on behalf of regulators and private parties in evaluating the impacts of healthcare transactions on competition and the cost of medical care.
Dr. Perry holds a Ph.D. in economics from the Massachusetts Institute of Technology, where he was a National Science Foundation fellow. He also completed a postdoctoral fellowship at Harvard Medical School’s Department of Health Care Policy, where his research focused on the impact of policy on healthcare provider behavior and performance. Dr. Perry has written on topics including Certificate of Need regulation, healthcare system payments, Medicare, macroeconomics and monetary policy. His work has been published in peer-reviewed journals, including the Journal of Economic Studies and the Annals of Economics and Finance. Additionally, Dr. Perry was awarded the National Bureau of Economic Research (“NBER”) Health and Aging Pre-Doctoral Fellowship and the National Science Foundation Graduate Research Fellowship.
Relevant Experience:
- Performed class certification, liability and damage quantum expert witness work in class action litigation, including antitrust violations, product liability damages, environmental impact issues and contractual disputes
- Performed market definition, market share and market power analyses in hospital system, physician provider, medical device, consumer products, software, industrial products and other marketplaces
- Led the design and evaluation of statistical random sampling methodologies for healthcare claims and automotive warranty claims audit disputes
- Authored expert reports in federal and state regulatory disputes and proceedings
